seized power head??? idk

Hi i have an 89 johnson 175, i took it out the other day and it would not run full RPM... we tweeked something and it started to run better for about ten minutes and then bogged back down to about 1/4 power and and stayed there for the remainder of the cruise. any ideas? also i had a "mechanic" look at it and he said that there was a seized power head... not to sure i believe him though.
 
Will the flywheel turn ???---------Remove the lower unit and see if anything changes.-------How long have you owned it??-------If you just got it did you do any maintenance / inspection before taking it for a cruise??
 
in my book seized generally means stuck. if the engine was running as you stated then i highly doubt it is seized. your mechanic may have been refering to a seized piston, which in order for the engine to run with a seized piston that would mean the connecting rod for said piston was no longer attached to the piston. i would start with a compression test. (if the engine does in fact turn over) hope this helps
