sea twin 33hp - starting probs

Hi everyone
i've a starting issue with my seatwin 33hp which is driving me nuts so advice would be gratefully recieved

new spark plugs which have good blue sparks on turning over (both plugs)
fuel getting into cylinders ok as plugs get 'damp' but not flooded
HT leads on right way round
compression good in both cylinders

but she won't come into life, no cough, splutter not even a hint of life

any idea's anyone?

I am assuming that it is a 33 HP skitwin Evinrude.------------------The spark must jump a gap of 5/16" or better with a snap you can hear !!!.-----------Laying the plugs on the block is NOT A WORTHWILE TEST.------------From where I sit the guess is ---" poor spark " as you appear to have the other 2 items for the engine to run.

And compressions are?

Water in the bottom of carb system.............water = "Wet"
