Screw missing in J40ELENJ 40 hp Johnson?

There appear to be three screws (or at least two, and a hole) in the lower unit. Upper and lower screws to add gear oil are in place. There is a third hole in the lower unit, which in my case is open, between the two others. This hole is not threaded, but a 1/2 hole piece can be seen behind it. Does something go here? If so, what? Where would I find one. Examination was prompted by engine going to fwd and being stuck there.
 
There should be 4 screws!

Screw #10 (and O ring #11) is the oil drain/filler screw,
Screw #6 (and O ring #7) is the oil level screw.
Screw # 55 (and seal #54) is the pivot pin for the shift lever #46
Screw #3 ( and seal 3A) is the retaining screw for the pinion bearing #2

I'd guess it is the pivot pin for the shift lever that is missing and that you have failed to notice the oil level screw.

You will need to line up the shift lever so that you can get a new pivot pin (and seal) in. Hopefully the thread has not stripped otherwise you have problems!

You will have lost most or all of the oil and the unit will be partly full of water. Drain it, flush it with cheap automotive engine oil to remove the water, and then drain and refill with a high viscosity outboard gear case oil.

Fit new seals to both the drain and level screws ( It appears that this engine has O rings rather than the more common nylon washers)
 
Your 3rd hole between the oil screws is the shift rod screw. It holds the shift rod in place so it can shift into forward, nuetral and reverse.
This screw as well as the other two(2) screws has a small rubber washer, keep this in mind.
