runs w.o.t........50 h.p. johnson

still need some help on a johnson that runs wide open, ready to blow up, when brought down to neutral. doesn't happen everytime, but tries too.
.........maybe floats are set to high???? need some ideas......

also surges when running @ 1500 rpm.........
