"Can an outboard be started and put in gear while hooked up to muffs? I would like to bring the rpms up from idle, having an issue with rough idle and as opposed to driving 40 miles to lake and opening it up, would like to do it in the driveway."

"Muffs are only for starting and checking that the motor will start.It is a very bad idea to wind up a motor in neutral and it really tells you nothing.Start your trouble shooting with a compression test, followed by a check that you have spark that will jump a gap of 5/16" or better at each plug."
 
Can't do it in the drivewa

Can't do it in the driveway - the motor is really under "no load" while simply pushing air in gear.

In the water the idle should only drop about 100 rpm from netural to "in gear".

If the rough idle is the result of an improper adjustment that is one thing - in most cases a rough idle is due to either crud in the fuel system somewhere or a degraded ignition part...
