Run / manual primer control position

I have a 1987 Johnson 140 VRO. I got this motor just a few weeks ago. It does not want to idle properly. It stalls out. It runs good on top end. I think the problem is the position of the primer control ever. Can somebody tell me which position is run and which position is manual. Currently the lever is in the downward facing position.

The red lever should be in line with the primer valve body.----As a test you could pinch the bigger supply line to it.---------------What other trouble shooting has been done.----I would start with a compression test first.-----There were issues with crankcase compression as well.----A little harder to diagnose for a novice.
