Ruff idel and stalls 1973 115hp

have a 115hp evinrude that I am gitting running after a few years. It runs great mid to WOT but low speed and idel is ruff. It alsomst seems like it is back fireing or somthing. It dies and is hard starting I have replaced the plugs and have good gas. Any Ideas??
