RPM's will not increase at first J20crc0s

My 1985 20hp still starts fairly easy, but normally it would be able to rev up right away, but now it sits at idle and when giving it throttle in neutral or gear it will not throttle up for some reason.I need to let it idle for a minute or two then I can put it in gear and go and it runs fine.Does this after every fishing stop and I have to prime it to start it.All of my thottlle adjustment are the same and low speed screw is at the same spot.Did replace plugs and all fuel and it still does this.Tried squezzing primer bulb with no affect.Loosened gas cap with no affect.My last start on the water it was doing this so I pulled the manual primer out half way to try and give it more fuel and it came around then, but not sure if it may have been coming around on it's own or the primer being out had any affect for sure?Carb. screws are tight.Kind of at a loss.Have fuel filter in line also.Any thoughts.Thanks

Just thought I would add to this that I pulled carb. and cleaned it out even though it seemed clean and also checked spark and it jumped proper gap and also checked compression and it was 120 on both cyl.
