Rpms revving

I have 77 Carver 2566 w/ Merc

I have 77 Carver 2566 w/ Merc 228 on 350 block. Engine only has 50 or so hours on it but has been revving up and down especailly above 2500 rpms. The ranage is aroung 300/400 ie taching at 3000 revs up to around 3400 for a cuople of minutes and back down again. Can anyone explain this to me and am I hurting this motor?

Are you sure its not just the tach? Or can you definitely tell it's the motor doing this?
Tachs usually get kind of wonky after a few years and start to give all sorts of erroneous and variable readings.

Engine is definately speeding

Engine is definately speeding up - When I check the oil it is overfilled by at least a quart (Marina did this when they rebuilt) and the stern drive blows white smoke too. Higher the rpm the more smoke

"You should definitely drain some oil out. You don't want it overfilled. Look for any sign of a milky color in the oil, which would indicate coolant getting into the oil, and explain the high level.
If you have 50 hours since rebuild on the same oil, you are WAY overdue for an oil and filter change anyway. Merc recommends to change breakin oil after 20 hours, and some guys change it after only 10 hours.
White smoke is not good.
Is it FWC? Does it have a heat exchanger and a closed cooling system?
If so, are you losing coolant?
White smoke could be antifreeze being burned, which would indicate a leaking head gasket.
If its been doing this since the rebuild I'd say you have some issues to sort out with the marina

What does the overfull engine oil smell like ?
