RPM limited under load

"I have a 2006 50 hp 2 cycle Yamaha outboard. It starts and idles fine, and I can get the rpms up to about 1/2 at anytime. It also revs fine in neutral. However, under load, sometimes it will let me rev up to full throttle and sometimes it will try to die. I can come off the throttle to keep it from stalling. The strange thing is that it is about a 50/50 proposition and it doesn't matter if the engine has been running awhile or is just started. For example I can try 5-6 times and it will try to stall, then it will rev to full idle 5-6 times and come up to plane with no problem, and then start doing it again. I have changed plugs, cleaned the fuel filter (which looked fine) and drained the fuel tank (didn't see any problem). Also, my tach quit working about the same time the problems started. Could this be more than a coincidence? I wonder if my rpm limiting safety circuit could be activating sporadically."
