"I own a Gibson Executive Hous

"I own a Gibson Executive Houseboat and the upper and lower helm tachs jump around constantly. Sometimes at idle, the port or starboard tach will register almost double the RPM's. I don't believe all 4 are bad and it appears to be very inconsistent. Any suggestions on where to begin and how to isolate the problem?"
