Rough idle

I have a 1980 Evinrude 25hp model E25RCSA, I rebuilt lower unit, new water pump, new carb kit, new fuel pump. I want seem to get it to idle without dying or sneezing out the carb. I ha e tried adjusting the idle needle and its helps a little but when I turn the handle down to idle it will run extremely rough and after awhile it will kill. Any ideas would be greatly appreciated.

If its still sneezing you either need to adjust the needle out more or you need to pull apart the carb again and make sure everything is spotless and all connections are tight so you dont suck air in anywhere. It doesnt take much

Perhaps throttle plate is opening too early.----Look into adjusting that.

Are they gaped spark plugs? I’ve heard the gap-less spark plugs attribute to ruff idle.

I would start with a compression and also a spark test. 110 to 120 psi is golden and spark should jump a good 7/16" with a hot white/blue crackle. Seems you've covered bases on the fuel system. Did the problem start after a storage period? Was it stored with ethanol fuel?
