Rough Idle 1982 Johnson 70hp

I have checked compression and am close to 120 on all 3 cylinders. The strange issue with the rough idle is that it smooths out a little and RPMs increase slightly when the center plug wire is removed. When the boat is in the water it has a rough idle and cuts out, but at higher power settings it runs great. ANY ideas?
 
With the spark plugs removed... the spark should jump a 7/16" gap with a strong blue lightning like flame... a real SNAP! Does it? Note that the 7/16" gap is important!

Remove the carburetor face plate... pump the fuel primer bulb up hard. Aare any of the carburetors flooding? (fuel leaking out?)
