Rope starter trouble 1988 Johnson 15 HP

Hello all,

The long center bolt that goes down through the rope pull starter on my 15 HP 1988 Johnson keeps working loose when I run the engine. I tried snugging it down really tight, and the mechanism sticks, and does not recoil back to ready. I am chewing up the pinion. Any suggestions? And, any tricks to taking apart/putting back together the assembly with a new pinion? Any advise greatly appreciated.

I'm no expert, so maybe wait for better advice... but maybe tighten it down to where its been sticking and then spray it with WD-40. My rope used to stick but then I sprayed it with WD-40 and its fine.
 
In LeeRoy's Ramblings about these motors he mentions something about using epoxy to attach that washer to the cup. Does that make any sense to you?
 
The washer was, in fact, no where to be found. I took the advice from Leroy's Ramblings and epoxied a washer in place, and all is wlle with the starter. Thanks for the help!!
