Rope start detail

Evinrude 15hp engine. When I removed the rope start assy the little spring in the red thing snapped off something. The red thing is obviously spring loaded and should prevent you from pulling the rope while the engine is running. When the engine is in idle or off the spring swings it out of the cogs. I have placed the end of the spring on top of the red thing so I know where it is while I'm trying to figure out where it should go. Does anyone know where it should be?

That unit simply defeats the operation of the recoil start at at certain point of timing advance. I'll post a photo for you. You will need a replacement spring. Got lots around here if you need one, I'll put it in an envelope. Working on a 9.9 right now.

As Timguy said that spring needs replacing as it's been deformed somewhat.
You also have put the starter cup back to front. Should be like this...

Agreed starter in not installed correctly.-----Look for a hole in the motor bracket.-----Look for a tab on bottom of cup that goes in that hole.-----Red lever prevents cranking if throttle is open too far.

Thanks for the offer, I could reuse the spring, just straightened it. I could use one of these knobs, mine is broken but it works. They're expensive in Sweden.

Heck yes. Folks loose hold on the recoil grip and "whack"!@!
Next time I'm at my friends outboard boneyard, I'll grab one. Keep in touch. Best little all purpose fishing motors ever made.
