Right way to insert engine mounting bolts

Is there a right and wrong way to insert mounting bolts?, Will be mounting a 20"shaft, 235 lb, 2000, Evinrude 50hp on a rebuilt 15" transom using 5" risers, and when I bolt on the motor ( and bolt risers to transom), do I insert the bolts from the outside or inside, I have seen it done both ways. My thoughts would say insert from outside so nuts stay dry and protected from saltwater and potential damage. And if inserting bolts from the outside, do I use washers between bolt head and motor, or just inside the boat against the transom, no matter if its the bolt head or nut that's against the fiberglass. Use stainless steel bolts, washers and nylock nuts. Most bolts are inserted from the inside out. Use heavy washers on both sides so they don't deform when tightened.
