rewinder spring issue

so 15 horse evvinrude model # E15RCIS my rewinder spring jumped off and i pulled it apart all i need to know is should the spring be around the plastic where the cord is or to the outside of the metal base please help

should be inside the metal base with the plastic starter pulley on top.... go to the parts diagram at the top of the page,go to 1981 Evinrude, 15 hp, select your engine, go to rewind starter. you can see how it goes....

Hold the metal cup in the palm of your left hand, then wind the spring inside the cup using your fingers to hold it down as you wind.
Put in the bottom washer under the line spool and install the spool and put the center bolt through.
You may temporary use a cable tie to keep the bolt in place (under the cup) and the unit as 'one piece' after installing.
Remove the tie-strap when installing on engine, but remember to keep the spool and cup together at all times!!!
