Hello my reverse pawls won&#39

Hello my reverse pawls won't latch at all and when you go into reverse up goes the prop.
I have the seloc manual and the rod is 1.6mm through the fork but won't lock on and nothing happens when you go into reverse.
I don't seem to understand how this system works all seems to be write and nothing frozen.Any idea's.
