Rev limiter?

I have a johnson j150plees it surges when trying to go wot. I been told it could be the rev limiter, but I can't find it in my manual. Where is it located? Is it in the power pack?

If it's got one it's in the power pack. What max rpm are you turning ??

A rev limiter kicks in at about 6200 RPM or so.-------------Surging is usually fuel related.------------Run with a timing light on each cylinder and observe the flashing of the light.----A steady flash on all 6 would indicate " no issues with spark " or powerpack / rev limiter.
