I currently have 2 228tr motor

I currently have 2 228tr motors (not running) 1978? installed in a 56 foot houseboat. Speed is not a concern but economy is. What is the smallest most economical motor which will bolt up to my current outdrives without to much extra modifaction?}

Without changing the final Gear Ratios in the outdrives,........
The Same motor you have now is about your Only Option.........."
 
How about a couple of outboard

How about a couple of outboards? Put four bladed power props on a pair of 25 hp motors and it'll move at 5 mph or so--all you need.
