I am replacing the shift cable on my Volvo 280 dp stern drive and cant find the locking plate to release the old cable from the tube inside the engine

This is a great oportunity to kill several birds at one time... which involves drive shaft bellows, water neck fitting and the shift cable replacement.

First.... the rubber hose sheathe is there to ensure against water intrusion with the interior end raised far above the water line and secured.
The cable is actually secured at/to the Intermmediate housing just below the transmission via a clamp and fasteners.
The 33C has a radial slot for this clamp.

You can access the cable clamp and fasteners, but it's certainly easier with the transmission removed while doing new bellows.

If you replace the drive shaft bellows, the transmission ONLY will be removed and will be out of your way. (no need to remove the entire out drive)
Once the transmission has been removed, the entire water neck fitting and cable clamp area will be opened up for easy accessibilty.

New bellows with the OEM Euro style band clamps, four new O-rings, one new fill plug gasket, fresh new GL-5 gear lube (if the old lube is discolored), and one new 33C cable is all you need.

While in there, take a close look at the upper pivot tube bushing. If you have any slop there, that bushing should be replaced.
A bad bushing here will cause the water neck gasket to fail earlier than need be and will breach seawater pump suction... and you will risk over-heating the engine.
