Replacing primer solenoid service valve

I have a crack in the service valve on my primer solenoid that is allowing a stream of gas to come out when I press the key in to prime. This is on a 40hp Johnson model TJ40ELETB. I would like to know the correct proceedure for removal and replacement.
 
I have looked at the picture of the part and it does not look like the built on tube that holds the service valve seperates so I don't understand why it is necessary to remove the base plate. It appears that you could just pull the old one out and push the new one end until the o ring seats. What am I missing.
 
Simply put, you need to remove that plate !-------Remove those 4 screws and then you will see why that must be done !
