Replacing Merc 40 Mounting Bracket and Steering Arm

I am in the process of removing the swivel and tilt bracket from my 1980 Mercury 40HP outboard. I have removed the powerhead and the lower unit, but I cannot figure out how to remove the steering arm from the midsection. The arm is stuck in some sort of rubber gasket. It looks like I will need to replace these gaskets anyway (at $100 each!). Could I simply burn out the rubber so that I can remove the bolts?

I will be replacing all of the bolts and nuts with stainless by the way
Hello Ben, were you able to remove the steering arm from your old Merc?
I have a 1983 Merc 40 and recently discovered that I have water and exhaust leaking from those two points and need to replace the rubber gaskets. Is it necessary to disassemble everything that you have, or can it be done without major disassembly. Any advice would be greatly appreciated, thank you.
