Removing Gimbal Ring

"My steering was seized up on my OMC Cobra. Got it somewhat free (torch, PBlaster and a hammer) and Removed everything except the Gimbal Ring. So How do I remove the Gimbal Ring? Is it a special tool? And if so is it available? Or is there a specific technique?
I am talking about the big piece that mounts to the gimbal housing that has the four studs coming up through the steering arm.

there is a tool (puller) available from o.m.c. dealer to remove steering arm. bottom hinge is just bolted.

The bottom hinge piece I already have off. Just need to seperate the top bearing. Any ideas for a name or number for this tool? I have called OMC parts supplier and they have no idea.
