removing covers on lower unit?

I have a 1987 Evinrude 88hp v4 crossflow. I am trying to get the 2 horizontal plastic looking covers that bolt together at the top of the drive shaft area. I removed the 4 horizontal screws on the transom side and they seem to separate a bit, but they will not come off. Is there some hidden bolts? Do you have to take the lower cowling pan off first? I don't want to crack them. The parts breakdown picture only shows the 4 horizontal bolts, like it should just separate the 2 clam shell pieces. Any help would be greatly appreciated. I need them off to get a bit more room to add a grease fitting to the top area of the vertical swivel tube.
 
model is E88mlscus. Could not get pictures to load on here. In the parts breakdown look at the midsection. the parts I am trying to remove are #21 and #51. I hope that helps. I already took out the 4 bolts, but could not get these covers off.
 
Maybe screws 12 & 24?

There are 4 bolts inside the cowling.----Take those out and those covers fall on the ground.---21 ( 2 )and 24 ( 2 ) are easy to find / remove.-----And power head needs to be removed to get the lower cowling pan off, so no need to do that.-----There should be no need to add an extra grease fitting by an owner.
