my trim works both up and dow

my trim works both up and down at the engines but when i go to trim them up from the throttle controls they go down but not up ive done continuity tests and they show that both the switches at the helm are good ive also tested the relays and they are good

" I had that same problem. When I looked in the relay box, I found lots of corrosion, but all appeared to be in tact, but...
... One of the wires to my up tilt relay had corroded out of the socket that connected it to the relay. I did not notice this at first because the caseing was still intact. Check all your connections.

Jason... I had the same problem with my 1985 115
Johnson. The trim switch "wires" in the dash mounted control handle make a sharp bend and had
broken inside insulation.
