recoil bolt tightening up.. help..

1976 evinrude 15 horse..

I just replaced the black nylon gear on the top, the spring which makes the nylon gear pop up and the recoil spring itself.

For the 5 years I've owned the motor every once in awhile the bolt which holds the whole recoil assembly together will tighten up to the point where you can't pull the cord. So once every so often I would back the bolt off a bit.

Now after 3 pulls the bolt is so tight I can't pull the cord. If I back it off, 3 pulls later and its tight again.

What's wrong? Is it the washer on the bolt worn out? It's a metal washer..

Any help would be great!
 
I didn't see or know about such a washer.. looking at the parts diagram now I can see I dont have it!!

Off hand what kind of washer is it? I'll replace it, but I'd rather not have to order it from a dealership if I can replace it with something from the hardware store.. The dealership is 2 hours away.
 
This happens all the time !----If it was OK before you did the work then the washer is inside the assembly.-----It just needs to be put in the right place.

It wasn't ok before lol.. so I'm guessing I won't find the washer..

By looking at it, the washer is small enough it can't slide up the bolt shaft past the threads.. so the washer allows the bolt to be tightened so it won't move, but allows the peices along the bolt shaft to be loose. So any washer which fits into the depression in the cup, yet won't slide past the shaft should work I would think.
 
That washer can only fall out / disappear if someone had the starter completely apart.----My bet is that the washer is in there and not in the right place !
 
The washer is approximately .065 thick (about 1/16").
The outside diameter is approximately 3/4".
The inside diameter is approximately 3/8"

The washer slides over the threads only and butts up against the bottom of the bolt shaft.
This allows the bolt to be tightened securely when the started is assembled to the engine.

A loose bolt will allow the spring to come flying out of the housing eventually.

Washer part #318941 - Approx $4.00 . If you can't locate it, I have one left $5 would cover it and shipping. However, try this site first.

Suggestion.... Using a small magnet, search around the powerhead area and the hood pan, or turn the engine upside down and shake it.
