Reassembly problems with 15 merc power trim.

Motor is 2003 15 hp Merc. 4 stroke. I had problems with the trim and pulled the trim motor to have the motor rebuilt. I have also replaced the 2 trim relays and now have electrical functioning properly. I am having issues on reassembly and bleeding of the trim unit. Unit appears to be full of oil, motor and switch are functioning but no movement of trim. I opened the relief valve and motor moves up and down freely. What is procedure for proper filling and bleeding? Thanks, Machted
