Quicksilver Controller Unresponsive

Hello. First-timer here.
I have twin Mercruiser 4.3's with standard side Quicksilver controllers. Alpha One Gen 2. I have a problem that seems to mainly happen after I have been running for awhile (but not always). After throttling down and going to neutral, the starboard control becomes totally unresponsive. It will move freely forward and back, but will not rev the engine, nor engage the drive. If I shut the engine down, full control is restored. My mechanic says that this shouldn't be possible. Any clues? Thanks!

While it should not occur, apparently it IS possible.

Your issue is most likely at the Stbd control unit.
 
Controller.jpgThere is a smaller sender box behind the dash that I noticed today when I was wiring in a GPS. I didn't snap a photo of it or get a number. Should I?
