quick carb question on 1969 4hp

Hi All, I bought a carb rebuit kit for the stated motor, yet can't seem to determine what is the order of assembly for the packing seals on the high and low speed needle valves. The kit came with 2 plastic and 4 non-plastic (possible rubber) o-rings for these areas and the carb schematic shows 2 used for each needle valve. I just can't figure out which o-rings to use and what order they should be if they're different. Any ideas?

Nylon washer is used last-----------install 2 fiber than the 1 nylon then packing nut.
