Question regarding '96 2hp 2.0 Evinrude

I just purchased the motor from a friend of mine. I brought it home the other night, put new gas/oil in it and dry cranked it for a few seconds to see if it would run. It ran perfectly... I got everything else situated on the motor and all was good until tonight. I put the lower unit in water and wanted to give it another test fire before taking it to the lake for its maiden voyage, but now it will not crank at all... Tested the spark plug and its getting good spark, took off the carb and dumped the fuel out of the bowl, put it back together and the bowl was full again afterwards. I know it is getting fuel for that reason. What else would be an issue that would cause it not to crank? I have a new impeller for the water pump coming in so i was not worried about burning out the old one, and while in I replaced the lower unit gear oil. help?
 
You need compression, combustible fuel (correct fuel/air ratio) and ignition, and all at the right moment.

So check what you have and what not.
Maybe you have used the choke too much and the engine is getting too much fuel. Another try will help right now.
 
Well i kind of found the problem last night. While the face plate to the carb choke, and throttle is taken off (also acts as a weather filter to the carb intake) it runs perfectly fine... Occasionally it will flood out, so the float/needle valve isnt working 100% properly. How do I go about fixing this new issue with the lack of air?
