Question, please help

I recently aquired a VIP Visio isn with a 1987 Ford 2.3 Litre OMC Cobra motor. My problem is I have been trying to restore it but havin difficulties getting it started and keep it running.i have already given it a full tune up and replaced the starter and still having problems. It isn't ceased but runs rough and not for very long. Any help or pointers are appreciated.

start with a compression test. Then realize an engine needs 3 things to run:
air
fuel
properly timed spark

check for those. especially the last one with a timing light. How old is your timing belt?

Run this engine off a external tank of fresh fuel hooked straight to the fuel pump. Did you clean the carb. ?? Also unplug the esa micro switch's both of them.

You are putting water to the drive ?

what does the engine do when it is runnimg rough. Missing, backfiring, etc.

its a great trailer boat, it runs good out of the water but as soon as its in the water its hiccups as soon as you give it a little throttle, if I throw it in neautral and give it a little gas i can keep it running but if i continue on the throttle it shakes hiccups and cuts out, also there is noise from the outdrive i know it needs to be serviced.. can something in the outdrive cut the motor out?? only a problem when in the water, boat has ran once for about 7 miles a few days ago, lol.
