"JD..... I really don't know how to answer that question my friend. If the starter is assembled properly with no damaged components, it would have to rewind and operate as it should.

I've never had one fall apart when installing it, don't know why that would happen. I always have the cord wound and tucked in to keep it secured in the pulley, then bolt the starter down, then wind the spring one revolution for tension, then untuck the cord and run it out the front of the engine as required and attach the handle.

" Could you refresh my memory on the correct way to install this. It sounds like there is something you are supposed to do that I am not doing. I always just try to slide it in and bolt it to the manifold, but always seem to have trouble getting it at the exact right spot. As for winding the spring, I wound it carefully and fed it slowly into the cup as directed. Like you say, it should rewind. Thanks for your time. "

"JD.... I have the starter assembled, then have the threaded portion of the main retaining bolt sticking through the bottom of the starter pan three or four threads. Enough threads showing so that there is no chance that it can slip out, but just enough so that the flange on the bottom of that pan is lower than the threads. This allows you to have the flange inserted into that retaining hole, and at the same time allows you to start threading that bolt where it belongs.

Of course, one must be holding that thing together with their fingers while doing this less that spring turns into a weapon.

That hole alignment gets to me at times also. I usually have to look under the starter pan with a flashlight to have the flange drop into it.
