Question about installing new water pump kit?

I've just installed a new water pump kit on a 2000 225 envinrude. I made sure the key was engaged and the impleller turned before I tightened the bollts down all the way. All seemed good. Looking through gap I turned shaft and impleller turned ok. When I finish turned in the bolts I can't turn the shaft anymore. The gear is still in reverse as per manual so I suspect it is probably normal.

Any comments?
 
Factory parts ?----------------The impeller will require a bit more effort to turn.---------Can you turn it fairly easy with a vicegrip lightly gripped on the spline.
 
Thanks for the quick reply. Yes was factory parts. I was pretty nervious about using vicegrips. I decided to install the lower unit. remove the spark plugs and manually turn it via the main drive on the engine. It tuned pretty easy with the extra leverage so I continued to install and just finished testing. Worked great. Guess I'm just a wimp.
 
Not sure why you would be nervous about gripping the spline ( transmits 225 HP ) with vice grips to turn it by hand.
