question about gasket placement 1992 mercury 40 classic

I got the block cover off my mercury, I broke 8 of the 10 bolts but I got it off. Found many chunks of impeller in the channel below, assumed that was my problem. I've almost got all the old bolts out but now that i'm looking at the replacement gasket it looks like this channel is completely blocked off. I'm just trying to figure out what i'm looking at because if the channel is blocked off than impeller in the channel wouldn't make a difference as the channel is a dead end. cylinder.jpg

My 2 questions are is the channel supposed to be a dead end, and if the channel is blocked how does the water get into the jacket
 
Ill have to give that a shot, it has been removed by previous owner so no siezed bolts although not 100% sure how to get shifter linkage out of the way. Im just worried the impeller bits I found in this channel were not the problem. I found 7-8 dime to quarter sized pieces in that bottom channel
 
Think about , if there was a manuufacturing defect on the block or the gasket would the motor have lasted for 20 years.
 
I apologize I wasn't saying there was a defect I just thought it was odd and thought maybe someone could explain the coolant flow to me. I did get a flashlight and mirror and discovered that all the way to the left there is a small pinhole going somewhere and directly under the bottom cylinder is another pinhole. Just seems really restrictive
 
I ran the motor with the hose connected to the copper pipe prior to pulling the block cover, it was still running hott which is why i pulled the block cover. It is definately getting stainless hardware to go back in
 
I have personally flushed it after each use. Without removing the powerhead and flipping upside down full of vinegar, anything else I can do to clean up the inside
