QD-16 Throttle grip problem

New to the outboards, I bought a 1955 Johnson 10HP QD-16 used (of course) The problem is the grip won't twist. If I take the screw out in the grip and let it come back a bit it turns fine. There is a heavy spring inside, and the end of the tiller has slots as if to have to pull it out to turn, but it won't pull or push. I have taken it apart several times, I can only imagine the shaft is too short or it's the wrong grip. Please help!
 
The slots are for a nylon friction block whose purpose is to hold the grip in its throttle position when you let go of it. Is that friction block stuck in the grip? If so, my guess is that the slots on the friction block are not lining up with the slots on the metal handle.
 
Well, your mistake got you to the right place to have that small problem taken care of Ed. What drives many crazy, many of us have encountered hundreds of times.

Hmm... Doesn't say much for our sanity does it? :)
