"Common problem with that engine, which like to suck in water through the exhaust ports. That leads to rusty valve stems that stick, followed by a bent push rods. A valve job will cure it.

PS: Some folks have added spacers to the manifold/ riser joint (IF so equipped) to get the riser higher (still) than the waterline."
