Pump problems

i have a 07 mariner 5hp 4stroke motor! Quit pumping water, replaced the impeller but cannot get it to pump water. Someone told me the motor might have a thermostat! Does anyone know or have some idea what might be wrong? Thanks for any help! mike
 
It won't pump water if item #30 watertube is misaligned when reassembled after impeller replacement. Was there a shaft key for the impeller?

Is the water telltale outlet tube plugged w/a spider nest; run a wire thru it. Item #12 below. Pull the hose off the block to see it water squirts out.
