Pulse limiter or no

I have a 1998 Johnson fast strike 150. I removed the VRO pump and replaced it with one of those doubled up fuel pumps. But it hasn't run right since. Am I supposed to attach my vacuum line for my new pump to the pulse limiter or remove the pulse limiter install a nipple and attach my vacuum to that nipple??¿
 
The pulse limiter is a " FLOW FUSE " to protect VRO housing.-----Not needed for other pumps.-----Remove it and install a nipple for the PRESSURE pulse to the replacement pump.
 
I’m still having start up idle issues after servicing all 4 carburettors with new gaskets etc, and about to possibly replace the VRO . Before I do that I’d like to know if the Optical ignition sensor is functioning properly, I can’t seem to find out if they just fail completely or is it a gradual loss of performance?
 
Model # of your motor?-----Factory parts used?----Does spark jump a gap of 3/8" on all leads?----Are you pushing the key in and holding it in while cranking the motor over?-----Have you tested the electric primer valve?
