Pull cord binding

1988 15hp Johnson J15RCCS.
I removed the pull starter to work on the carb.
Now when I reinstall and tighten down the bolt it binds when pulling if I tightened all the way.
I even tried a different pull starter. Same,same.
Any pics of the unit? Is there a washer/ spacer on the bottom of the housing?
I looked up the parts diagrams and they don't show a spacer..

There is a washer in the center of the starter. Part #319841. That may be missing.

The washer had sipped to the side.
