propeller shaft installation trouble

I recently removed the propeller shaft and I am having to replace the bearing carraige. I am having trouble aligning the cam plunger so that the engine will be in the reverse position. I seated the foot into place and the prop was not spinning when the control was in nuetral position. How can I position the Cam so the plunger in the end of the propeller shaft is riding in the proper position on the cam. I notice that the prop does spin free when the cam is at it's highest point, however, when I seated the foot with the lower unit in nuetral the controls did not work properly.

If you can picture the inside of the foot where the propeller shaft is placed, you can see the cam that the plunger at the end of the shaft rides on. I need to know the position the cam needs to be in when I insert the shaft. I beleive the shift control should be in the reverse position when the lower unit is put back on the engine.

There is no serial number available at this time!
 
You can put the shaft in with the cam in any position-------Nuetral / reverse or forward does not matter.---------------When installing the lower units to the motor it does matter.------------Control box MUST be in the same position as the lower unit !!
