"Leo, I have a 85 horse johnson , I did some work on the controll box when I put it back together my engine did the same thing.. there is a screw in the front of the controll box that i turned out(counter clock wise) thinking i had to take out to get box apart.
I was wrong this screw helps controll the start up speed when useing your start/warm up lever.. I just screwed it back in(clock wise) a ways and tryed agian
it help alot . I am a newbie on working on boats I got the info from my manual i bought. So if you have not touched that screw and was running fine before I doubt that that is the problem."
