Prop Shaft Seal Help???

'91 Evinrude 30HP rope start tiller steer with a short shaft...I found milky oil when dumping the foot gear oil and suspect a bad prop shaft seal. According to the parts diagram there is a thrust bushing on the prop shaft after you slide off the prop itself...this should be the last item before you reach the back-to-back oil seals. This bushing appears to be brass or some soft metal. This looks like it is supposed to slide off the shaft, but I cannot get it to budge....tried PB blaster and some heat to try to break it free. Any other suggestions? I was thinking of a three-prong puller but I wanted to make sure it is supposed to come off before I break a part...also are fine metal particles acceptable in this area of the foot or is that an omminous sign? Thanks!
 
That thrustwasher should come off.-----A good bump with a hammer from the side may well dislodge it off the taper.---------Fine metal particles does " not sound good " to me.
 
Gave it a few good whacks racer, and also applied more heat and PB Blaster. I got a puller from a friend and I will try that. Ordered the seals this morning for the top side and the prop shaft, so hopefully this will stop the water. I assume if end up breaking or bending the thrust bushing, I can go ahead and cut it off and just replace it too. I am just not sure if a new one would slide on, or if it will need pressing onto the prop shaft like a bearing would...
 
I started to tell ya that I've never seen a thrust washer stuck so hard that a little love tap with a hammer wouldnt pop it free..... then I noticed your name :) I strictly work on fresh water motors, if you've had it in the salt it might be stuck pretty good..... but it should come off.

Can you wedge a piece of wood betwren it and the housing and tap on the end of the propshaft? (With prop nut attached of course) Not too hard though.
