Prop only engages when outboard is raised.

I have a 1995 40hp Mercury on my Basstracker. Great motor and I have never had any issues with it.

This year I took it out of storage and did all the regular maintenance to it as usual and put it on a water hose to run it a bit and noticed that the propeller will not turn when the motor is in a locked down position.

Checking everything over, I moved the motor to a half-tilt position and the propeller began to turn in proportion to the speed adjustment. However, again when I returned it to the straight down locked position as it would be in to run on the water, the propeller again will not turn.

Any advice/help greatly appreciated.
 
No. I let the motor warm a bit and then engage the throttle with the effects listed previously. I also tried it in reverse but with the same effect.
 
Do you have the control box with the push button to release the shift function? You need to verify that function is working. Also with the motor OFF put the motor in gear and verify the linkages are moving at the motor. Also witht he motor still OFF try spinning the prop and see if it feels like the lower shifted.
 
My control handle is released by holding down a button on the underside of the control handle. There is a button on the control panel to push and hold to move the control handle into reverse.

The linkages are moving at the motor with the motor off.

With the motor off, the prop spins and feels like it is engaged/shifting.
