"reassembly of lower unit,what is on shaft behind oil seals could i have put it in upside down boat wont jump out of the hole getting a lot of prop blowout.engine low as possible on jackplate"
 
"If you put the thrust washer

"If you put the thrust washer on upside down it would be difficult or impossible to get the prop nut on. Look for a gap between the prop and the gearcase. If there is a gap there, exhaust could be escaping into the prop's thrust area causing the prop to ventilate. Keep in mind I am only speculating because we have no idea what type/size/year your motor is.
