problems with 2000 johnson 70hp motor

I have a 2000 model Johnson 70hp motor. Motor runs good at high speed. When idling under power engine seems to run out of fuel after about 30 seconds. It seems to starve for fuel and die. Engine will not restart without using manual option on fuel primer. After restarting, engine runs ok until idling under power again. Engine idles ok when not under power. I have cleaned carbs and installed new kits and adjusted according to the manuals. I may also have a problem with the choke primer since it seems to work sporadically. Any input would be appreciated.
 
If the fuel primer bulb tends to go slightly flat/deflate, that would indicate a fuel restriction between the bulb and the fuel supply.

If the engine continues to run if someone constantly pumps the fuel primer bulb (acting as a manual fuel pump), that indicates a faulty VRO pump

The primer solenoid problem..... If the carburetors run out of fuel, so does the fuel primer solenoid!
