problems with 110 v4 vro johnson HELP PLEASE!

I recently bought a 1988 javelin with a johnson 110 v4 vro. now the vro has already been disconnected and removed the problem i am having is at 400 rpm it runs fine soon as it hits 500 rpm it starts to cut out i am wondering why could someone give me some things to check on please
 
I am having a similar problem, someone gave us (Sea Scouts). a Sunbird with the same 110 evinrude vro. I believe they are the me engine, it runs for about 10-15 mins then it just stalls and will not start. I am thinking it may be a similar problem.
 
mine starts just fine and runs great till i try and hit full throttle i have really been working on hard for the last few days and have found several hoses that are cracked and leaking not bad but still leaking i was hoping someone would tell me if that is my prob or are these superficial cracks ok because some of these hose are not going to be easy to change out lol any help is much apprecated
 
Detailed information is required !!!---------you say 400 RPM but there are few motors that will run at that speed .-----So what are you saying --------4000 RPM ?????--------------Exact information may get you answers !!
 
it is 4000 rpm i apologize i missed a zero a am currently replacing cracked hoses and then i will test it i guess if someone could tell me if these are signs of any thing.
first it surges at full throttle right around 4500 rpm.
second it when i take the carb cover off it has milky white fuel or smells like fuel dipping out.
third if i let it sit for a while it runs better not for long but does run better.
forth when my family tried to go tubing with a 55" tube it ran worse .
fifth if i run it at 4500 rmp and pump fuel bulb it runs a lot faster and smoother
so if anyone could tell me what these are a sign of i thank them
 
If pumping the bulb improves the speed and power you need to look at the fuel pump.--------Repair kits are available or you can install a V-4 pump from an 83 model !!------The spot to mount it is already there and it is cheaper and simpler than a VRO replacement.------The other thing you can do is put a timing light on each cylinder and look at the light as the motor goes to full throttle out on the lake.---------------Any intermittent flashing means ignition trouble !!---------Picking up 2 of those 110 HP motors this week for rebuilding
