Problems removing lower unit 1989 evinrude 40hp

I am trying to remove the lower units on my 1989 Evinrude 40hp outboard motor. I took all the bolts out, and the lower unit still will not come down, i have yanked on it and used a rubber mallat any information, videos, clues, ideas... anything will be helpful at this point.

How many bolts are removed ?--------Did it come down at all ? ---Did you remove the shift rod connecter ?---------------If not than removal of the starter may help you find the wee bolt in the shift rod.
