Problem with Tilt

Hi
I have a problem with tilt on my Mercury.
The pump for tilt is going constant for up. I had to disconnect relay for up and tilt down manually.
I bought a new relay for up and everything was working 4-5 times before the same problem came again so i had to disconnect relay for up.
Is there any tip for more troubleshooting?
 
Check that the trim switches are functioning on and off. One on the motor, one on the controls, sometimes one up front ( bass boats). Water in the switches or shorted wires somewhere.
