Problem with my 1973 evinrude 50HP outboard

I have been having trouble with my motor for the past couple of seasons and I just now have found time to really work on it. My problem is the motor will not turn over at all. I checked the compression and it is a good 170 over 160. The battery is new from last summer and gas is mixed properly. The carb was replaced last summer and the fuel pump as well. Last summer she ran good the first time I took it out after being serviced. Then the next time it got real hot and would not restart in the middle of the lake. I took it back to the mechanic and he adjusted some thing and it did the same thing the next time. Then he told me the cylinder was ovuled from the heat not letting water around it. But the water exhaust hole is allowing sufficent water out. That led me to think it is the water impeller. Where should I start?
 
You did all this work and never looked at the water pump ??------The rule is if you do not know the condition or age of the impeller then it needs a new one.
 
I thought it would of been a part of the seasonal service. So that is my next move. Would the motor be able to turn over without the impeller in good shape?
 
The impeller is made of rubber, they only last so long.------An impeller in bad shape has no effect on the ability of the motor to turn over. --None.
